Rinse the red lentils and place them in a saucepan. Add the water and cook over a medium heat for approximately 20 minutes, until the lentils are completely soft and have absorbed all the water.
Once the lentils are cooked, remove from the heat and add the fine bulgur. Cover the pan and leave to rest for 15 minutes, until the bulgur has absorbed the water and swollen.
Heat the olive oil in a separate frying pan. Add the finely chopped onion and cook until softened and translucent. Add the tomato paste and cook for a further 1-2 minutes. Add the cumin, chilli flakes, black pepper and salt, and stir to combine.
Transfer the swollen bulgur and lentil mixture to a large bowl. Add the sautéed onion and tomato paste mixture, the lemon juice, chopped parsley and spring onions. Knead well until all the ingredients are evenly combined.
Once the mixture has cooled slightly, lightly wet your hands, take walnut-sized portions and squeeze them in your palm to form small oval kofte shapes.
Serve the prepared lentil koftes on lettuce leaves.
