Place the fine bulgur in a large kneading bowl and add the iced water. Leave to soak for approximately 20 minutes until the bulgur has softened.
Add the lean minced meat on top of the softened bulgur. Press and knead with the palms of your hands until the bulgur and meat are thoroughly incorporated. Continue this process without interruption for 15–20 minutes; keep kneading until the mixture reaches a paste-like consistency.
Add the isot, tomato paste, pepper paste, cumin and salt to the mixture. Continue kneading until the spices are fully incorporated.
Add the grated onion and crushed garlic. Knead until a uniform consistency is achieved.
Add the pomegranate molasses and lemon juice. Continue kneading for a further 10 minutes until all the ingredients are fully combined. The mixture should be smooth, elastic and paste-like in consistency.
Add the finely chopped parsley and knead briefly to combine.
Take walnut-sized pieces from the mixture and shape them into ovals in the palm of your hand.
Serve the shaped çiğ köfte wrapped in lettuce leaves or alongside lavash bread.
