Trim the ends and strings from the green beans. Cut the longer ones into two or three pieces. Wash and drain.
Slice the onions thinly into half-moons. Peel and dice the tomatoes. Finely mince the garlic.
Add the olive oil to a wide, deep pot and heat over medium heat. Add the sliced onions and sauté until translucent, about 5 minutes.
Add the minced garlic and sauté for about 30 seconds until fragrant.
Add the diced tomatoes, sugar, salt, and black pepper. Cook until the tomatoes soften and form a sauce, about 5 minutes.
Add the drained green beans to the pot and toss with the tomato sauce. Pour in the hot water. Cover the pot.
Reduce the heat and cook over low heat for about 30–35 minutes, until the beans are tender but still slightly firm. Check occasionally, adding a little more hot water if needed.
Remove the pot from the heat and let it rest, covered, until it reaches room temperature. Serve at room temperature or chilled.
